Beginning in January 2027, a new federal scholarship tax credit joins 34 existing choice programs across 28 states, unlocking billions in education funding nationwide. But without shared infrastructure, this historic policy win will fail in execution. The systems simply do not exist yet to make it work at scale.

Families Can't Stack Funding

ESA funds, 529 savings, and federal scholarship dollars cannot be seamlessly combined into a single, usable education account. Families are forced to navigate disconnected systems or give up entirely.

Providers Can't Scale

Every state program has its own approval process, compliance requirements, and payment systems. A micro-school or tutoring company serving families in three states must navigate three entirely different regulatory mazes.

Markets Will Consolidate Around Closed Systems

Without open infrastructure, the organizations with the deepest pockets will build proprietary systems locking out small providers and limiting genuine family choice for years to come.

THE SOLUTION

A National Infrastructure Layer
for Education Funding.

Think of it as the modern equivalent of HSAs, but for education. Just as ACH and Visa standardized financial transactions across banks and merchants, EFA builds the open rails that allow education funding to flow freely across programs, states, and providers.

To do this EFA is creating four national assets that do not exist today—foundational infrastructure that, once built, can be adopted and adapted across all 50 states without being rebuilt from scratch.

National Allowable Expense Standard

Model legislation and administrative guidance that states can adopt to create a consistent definition of eligible education expenses across all programs.

Open Payment Rail Protocol

Technical infrastructure enabling funds to move across programs and platforms interoperable, open, and not controlled by any single vendor.

Provider Reciprocity Framework

A cross-state provider approval system modeled on NC-SARA — so that a provider approved in one state can operate across all participating states.

State Implementation Playbook

A replicable, field-tested roadmap that enables any state to adopt these standards efficiently — with proven legislative and administrative pathways.
